It reminds me of "Evidence Eliminator". I don't have an unused testrig to try it on, but when a site tries to install as soon as you get there, it's likely not to be something you want.
If you're looking to get rid of usage tracks or for secure file deletion, check out Eraser at

It's clean and effective. Also check out MRU blaster at
http://www.javacoolsoftware.com/mrublaster.html
